In Germany, the Agricultural Investment Support Programme (AFP) supports measures to improve the
environmental and climate protection performance of agricultural enterprises, particularly in terms of
reducing emissions – for new builds, conversions or extensions. This also includes low-emission animal
housing flooring. The following provides an overview of possible support options currently available in the
German federal states.
Emission-reducing animal housing flooring is assessed as eligible for official support according to the federal AFP guideline. Nevertheless, it is up to each German federal state to enforce this guideline as they deem
appropriate. So far, these flooring systems have been mentioned explicitly in the federal states of Hesse, Mecklenburg-Western Pomerania, North Rhine-Westphalia and Schleswig-Holstein (as of: 10 March 2022).
The initial reluctance to mention these floors in other state-specific support programmes could, among other things, be down to a lack of binding positive lists for emission-reducing technologies. Well, that is now a thing
of the past.
The factsheet published by KTBL in 2022 describes possible "eligible technologies for reducing emissions in
animal housing systems". Low-emission flooring systems and their potential for reduction are also listed in the fact sheet in more detail. For paved / concrete floors, for example, there is a mention of the 3 % cross slope
towards the walking alley centre or drain channel mats. Also listed are special slatted flooring systems that
reduce the slit percentage, as well as rubber flooring with convex curvature.
The KTBL fact sheet compiles the current state of knowledge on emission-reducing technologies. It ensures that there is now a positive list that can be used as proof of eligibility for AFP support in Germany and is generally also accepted as such.
